Emergency Action Code (EAC) Consultation - Have your say!

NCEC has again been commissioned by the Department for Communities and Local Government (CLG) to produce the Dangerous Goods Emergency Action Code List (EAC) List.

The next edition of the EAC List will be published in January 2013 but before then we would like to have your views on a number of issues.

Revised China Regulations

Bulletin on Revised China Regulations on Emergency Response

On the 11th October 2011, the State Administration for Work Safety (SAWS) in China released two draft new laws for public consultation concerning hazardous chemicals. These laws affect anyone exporting chemicals to China or manufacturing chemicals within China. Responses to the consultation close on 18th November with the new laws effective from 1st December 2011.

Global Regulatory Compliance Seminars - Autumn 2011

NCEC is jointly organising and hosting three seminars in September, following the popular seminars similarly laid on in Autumn 2010.

Bill Atkinson will be presenting on the theme of Emergency Response Services in the context of global legislative compliance. Other presentations will include The Wercs' Driving Innovation Through Green Chemistry; ChemADVISOR will be discussing US States – NJ, Right to know lists and the Status of GHS in US; Swissi will present on the Application of CLP Regulation, including the Strictly Controlled Conditions and Hygiene practices from a practice point of view in the industry.

NCEC at Emergency Scotland

NCEC will be exhibiting at Emergency Scotland 2011, which takes place on 5 and 6 July at the Scottish Exhibition and Conference Centre, Glasgow.

Emergency Scotland 2011 is Scotland’s only exhibition for anyone involved in emergency planning, response and recovery and will take place alongside the annual Emergency Planning Society (EPS) Resilience Symposium 2011, bringing Category 1 and 2 Responders together under one roof. This free to attend event provides a fresh and more convenient opportunity for emergency services personnel and emergency planning officers from Scotland, the North of England and Ireland to attend a dedicated exhibition.

In addition to trade exhibitors displaying the latest equipment and services, including first response equipment, PPE, vehicles and vehicle equipment, and training, there will also be up to 30 end users exhibiting within the Emergency Response Zone. This Zone is made up of other Category 1 and 2 Responders, Professional, Government and Voluntary organisations, offering perfect networking opportunities to affiliated organisations.

EAC List 2011 published

NCEC was again been commissioned by the Department for Communities and Local Government (CLG) to produce the Dangerous Goods Emergency Action Code List (EAC List), published by TSO.

The EAC List 2011 supersedes the 2009 list and is effective from 1 July 2011. The 2009 List should no longer be used from that date.

Bill Atkinson of NCEC commented:
“I am pleased that once again NCEC has been given the responsibility for publishing the Dangerous Goods Emergency Action Code List. We have had positive feedback on the new format, and we continue to welcome feedback on the new book and any ideas on how it can be further improved for future editions”.

Hazmat Event 2011 underway

After a very enjoyable drinks reception yesterday evening, the main programme of events gets underway today. This morning's Practical Response session is provided by speakers from three Fire and Rescue Services - Bob Hark (Dorset), Rob Mitchell (West Midlands) and Dave Warren (Cambridgeshire). After lunch there are presentations from Tim Donavan of The Meteorological Office and Stephen Day of ChlorAid, followed by Waldemar Bujalski (University of Birmingham) talking about hydrogen fuel cell technology. Final speaker of the day is Philip Rodger from Bureau Veritas. The conference dinner will take place this evening, after what is sure to be a full day of presentations, discussions and networking.

2011 - International Year of Chemistry

The United Nations has designated 2011 the 'International Year of Chemistry' (IYC) – it is intended to be a global celebration of chemistry and its contribution to our lives and the world around us.

The opening ceremony for the year's events will be held in Paris on 27 and 28 January, at UNESCO's headquarters, with the support of the UN, UNESCO and IUPAC.

DfT Guidance note on Limited Quantities

The UK Department for Transport has decided to circulate a guidance document on the application of marking provisions for transport units carrying dangerous goods by road packed in Limited Quantities in accordance with ADR.

You can download the document here.

The guidance will also be available through the Department for Transport website shortly.

Webinar on successful classification and labelling notifications

The European Chemicals Agency (ECHA) are hosting a webinar on classification and labelling (C&L) on 14 December.

The webinar will be addressed to all companies with notification obligations and will focus on the main steps necessary to submit successful C&L notifications. The deadline for notifications is midnight (GMT) on 3 January 2011.

Chemdata user forum to be hosted at the Hazmat Event 2011

On the evening before the Hazmat Event (14 Feb 2011) we will be holding a Chemdata users forum. At the forum we will let users know our current development plans for the next few releases and give users the opportunity to give us feedback on what developments they would like to see. We are keen to hear a good cross section of views and welcome user views on all topics including the user interface, features they would like to see and data they would like to see. If you are experiencing any problems we want to hear about them too although we would encourage users to report any problems immediately that they occur to our IT helpline (0870 190 6620) or our email (ncec@aeat.co.uk). If you would like to attend the forum please indicate this when you book your place at the Hazmat Event.

Could you face £500-a-day fines for CRC non-compliance?

CRC (Carbon Reduction Commitment Energy Efficiency Scheme) directly affects around 5,000 public and private sector organisation in the UK, many of which are yet to take any action. The deadline for registration is 30 September 2010. After this date, organisations are subject to penalties, starting from £5,000, and will also be subject to a £500 per day fine. In response to this, AEA have developed an online report tool to help you with CRC compliance.

New CLP search interface for sds and coshh management system ChemeDox

From December 2010 there is a requirement for all newly produced pure substances to be classified under CLP (the Classification, Labelling and Packaging of Substances and Mixtures Regulation), which is the European variant of the Globally Harmonised System (GHS) for classification and labelling of chemicals. In recognition of this, NCEC has recently launched an upgrade to ChemeDox^® to include a CLP search interface.

Worried about REACH and Substances of Very High Concern (SVHC)?

Substances of very high concern are substances that have hazards with severe consequences. Substances meeting the criteria may be placed on a list. The list of SVHCs was first published on 28 October 2008 and was last updated on 30th March 2010. This list is known as the Candidate List and all substances are added by the European Chemicals Agency (ECHA). SVHC may have very serious, or in some cases, irreversible affects on both people and the environment, hence the reason for their authorisation.

NCEC recently surveyed a range of chemical and health and safety experts and found that only 33% of people understood how to comply with CLP and GHS. Downstream Users can check list of intended 2010 registrations

Downstream users of chemicals have the opportunity to check whether the critical chemical substances that they need are going to be registered in time. ECHA has published a list of all the chemical substances that companies have told us they plan to register for the 2010 REACH deadline. If a substance should be registered in 2010 and it is not, it will be illegal to manufacture or sell it within the EU after 30 November 2010.

It is therefore important that downstream users consult the list to make sure that their high volume and hazardous substances are included (lower volume and less hazardous substances don’t have to be registered this year).

The ECHA website also provides information on what to do if a substance that should be registered in 2010 is not on the list. The list will be updated periodically to allow companies to check again.

The substances which need to meet the 2010 registration deadline are those manufactured and imported in the largest quantities (over 1000 tonnes per annum) and those which are potentially the most hazardous to the environment (above 100 tonnes) or to human beings (above 1 tonne).

ECHA publishes new guidance on waste and recovered substances

The new guidance is intended for companies who recycle and recover as recycled or recovered chemical substances do not necessarily need to be registered under REACH.

The guidance provides advice on the obligations under REACH and clarifies the criteria that need to be met in order for companies to benefit from that exemption. Companies who do not fulfil these obligations will have to register their recycled or recovered chemical substances. It also explains their obligation to share information on recycled and recovered substances in the supply chain.
